The Nouane Commonwealth is a very young entity, just four years old in 10 ABY. Its core is Old Nouane (aka the former Nouane Semi-Autonomous Region). However, thirteen of the fourteen founding clusters are from outside of Old Nouane. As a result, balancing regional interests, political realities and military survival are crucial. The nation's first leader, First Speaker Kohl Seerdon was wise enough to know he could not rule alone. He also recognized that sometimes, frank and open discussion is only possible among his most trusted allies, and that those conversations must take place in private (and in secret). Therefore, in order to supplement the advice of his cabinet, he convened a think tank of his most trusted advisors to tell him what he needs to know...not just what he wants to hear.
The actual chamber of the Personal Advisory Council is located in a hardened bunker a kilometre below the First Speaker's Palace.
The bunker has the finest communications available. The council only physically meets once or twice a year. The rest of the time, many members connect in by hologram.
The Personal Advisory Council is completely unofficial and is a closely guarded secret. Much of the public would be appalled at the idea of a secret, un-elected cabal of political insiders guiding the Commonwealth. The First Speaker has his cabinet (7 senior and 49 junior ministers), the Congress and Senate (and Supreme Court if it comes to that) to advise him.
